National Medical Chamber is ready to take on the implementation of certain functions in the field of public health
The National Medical Chamber meets the criteria the medical professional non-profit organizations may be transferred to carry out certain functions in the field of public health protection in the Russian Federation, said President National Medical Chamber Leonid Roshal at the organization meeting of the presidium of the Council.

"Today, we meet all the laws, and therefore - is legitimate. National Medical Chamber - the most powerful association of doctors in Russia. There is no organization that could be compared with NMC in size, structure or results of the work. Accordingly, within the framework of public-private partnerships, in accordance with the RF Government Decree 907, the transfer of a number of state powers to professional medical organizations will be carried out only for those organizations that are members of the National Medical Chamber",- said Roshal.
NMC brings together 79 regional medical institutions nationwide and 80 professional organizations today. NMC members are 200 thousand medics only on territorial organization, so every third doctor in the country is a member of this powerful medical association. Many regions can be an example for others. Thus, the Orel territorial health association unites 73% of doctors in the region, Smolensk region - more than 80%, Altai Republic - 72%, Udmurt Republic - 74%.
Even today, the National Medical Chamber plays an important role in the Russian health care, and its initiatives are supported at the highest level. In December there was a meeting with Russian Prime Minister Dmitry Medvedev, to discuss the decision of the Fourth Congress of NMC, and Head of the Government also instructed to develop a concrete plan to implement the decisions of the Congress.
Among recent initiatives NMC - the coordination in the development of clinical guidelines and application interdisciplinary approach to their content filling. "Clinical guidelines and protocols should be developed in the specialized professional organizations. In our proposed scheme, after the development they need to be sent to the Ministry of Health, which together with NMC creates an interdisciplinary committee, which deals with the approval of clinical guidelines and protocols. Today, they often can be found inconsistent interdisciplinary solutions and this problem we will solve together with the Health Ministry", - said Leonid Roshal.
Today NMC has gradually takes over the function for assigning qualification categories and certification, and also finds its place in the accreditation of experts as an important public health structure. "Initially the plan was qualification categories, certification and tolerance, which is completely excluded from this process, civil society organizations and the National Medical Chamber. Now we have returned to their seats", - said Roshal.
Chamber significantly advanced the development of professional standards activities - conceptual documents, which define the requirements for specialists of different training levels. Professional standard is the basis for admission to the profession and the requirement to the process of training of health workers. Currently, in conjunction with professional medical organizations, the Chamber has developed 5 professional standards in the following areas: preventive health, pediatrics, traumatology and orthopedics, anesthesiology and resuscitation. In 2015 a lot of work on the preparation of a further 10 professional standards was carried out. This year is already planned to develop 17 professional standards. Subsequently, all the federal state educational standards, which carried out the training of specialists, shall be updated in accordance with the design professional standards.
Today, NMC has been actively working on the launch of the professional accreditation of educational programs. A Council for professional development in public health at the National Council for Vocational Qualifications for President of the Russian Federation. It is headed by Leonid Roshal. Developed all the regulations of the Chamber governing the conduct of professional public accreditation of educational programs. On the proposal of the Vice-President of NMC Eugene Shlyakhto based NWO will create qualification assessment centers. They will take on the role of professional public accreditation of educational programs, hereinafter - the certification and accreditation term. "Qualification assessment centers will be engaged in the creation of professional standards, the selection of experts, the formation of expert groups on the preparation of proposals to harmonize the federal state educational standards and educational programs in line with professional standards, the organization of professional public accreditation of educational programs, the definition of the order of the professional examinations. This independent legal entities, which operate in conjunction with major professional public associations", - notes Shlyakhto.
The National Medical Chamber is a pioneer in the development of continuous postgraduate training of doctors in our country system. "We have completed a pilot project in a continuous distance education of pediatricians and general practitioners. He was successful, and now we need a particular document, which will strengthen the credit system in the structure of postgraduate training, in which the physician must continually upgrade their skills. The doctor has to learn all his life, but the state is obliged him to create the conditions for this", - said Leonid Roshal.
NMC protects the interests of doctors. Completed a pilot project for an independent medical examination, initiated NMC, further work will continue. Also, work will continue on the establishment of the arbitration courts, pre-trial settlement of disputes, work has begun in conflicts resolution, based on which one should own doctor. The next important step after the creation and development of independent medical expertise and mechanisms of pre-trial settlement of conflicts - is an organization of professional liability insurance - the creation of mutual insurance companies. NMC also insists on the formation of additional legal guarantees for the protection of health care workers in the provision of medical care - especially for the medical ambulance, emergency rooms and clinics (by analogy with the Law "On Police").

Underfunding is the major problem. I feel like the financial lobbying is against the healthcare. Healthcare is not amongst the state s main priorities, and the state keeps on cutting the funding. We had the meager 3.7% of GDP, which is now 3.4%. Moreover, our citizens tend to ignore their health. Today we face the lack of people s responsibility for their own health, which results in huge financial losses for both these people and the state. We do treat an alcoholic, who has broken his head, don t we? Why don t we them call them to responsibility?

The city of Smolensk hosted the 5thCongress of the National Medical Chamber. The Congress was prepared by the Medical Chamber of the Smolensk region under the auspices regional governor of Alexei Ostrovsky. The Congress discussed the results of the NMC s activities, and set out new tasks to be tackled by the NMC in the near future.
Today, the NMC is the most powerful association of healthcare professionals in Russia. And I would refer to this Congress as the Congress of Winners. HCPs from 80 Russian territorial entities and from 73 medical establishments all over the country voted for joining the NMC. It took us over 5 years to achieve this goal. Our path was not paved with rose petals; there were opposers to this powerful medical association. Tamed" associations were set up to destroy us,but they all failed. We won because we are not engaging in cheap politics; our party only comprises HCPs and patients. We do real things, and vigorously move towards uniting the entire medical community. They ve tried to instigate the All-Russia People s Front against us, which was clearly seen at the last forum, but they failed—almost three-quarters of the Russian President's instructions were based on our proposals, — said Dr. Roshal.
